This was actually the subject of a thought exercise that I presented at ICANN's DNSSEC workshop in Kobe in March ( https://static.ptbl.co/static/attachments/200613/1552292990.pdf?1552292990 ).

IMHO, possibly we have to change (or we already changed, in many people's minds) our understanding of the DNS from a "dumb" global distributed database to a "smart" application-layer traffic control system for the Internet, which indeed will direct you to different resources depending on who and where you are and on a number of policy and technical considerations. In this scenario, trust derives from the resolver you use, and not directly from the ICANN root.

If we got rid of the idea that there is just one correct answer for each given query - something that has ceased to be true for quite a while anyway - we could collectively optimize the DNS for the actual current scenario, which also includes the use of the DNS as a control surface and as a content distribution management system.
