No. This is what ICANN wants you to think.

1) ICANN is the planned successor for DNS Key functions
2) this being said it considers that the NTIA has to relinquish the 
whole IANA contract so it may control the RIRs before Putin builds his WIR.

If it does not it will file a complaint with the FCC showing how it 
embarasses its DNS key function's owner role and create havoc in the 
address space allocation.
