Nobody said theft.  At one point I think I said "staked a claim." 
Different thing.

What's been questioned is the process by which ownership/control of the 
IANA trademark and iana.org domain ended up with ICANN - given that they 
were first used by ISI, and nominally at the behest of US Government.

My guess is that this was just done as a matter of operational 
expedience, that has taken us into the realm of "possession is nine 
tenths of the law."

The question on the table is one of where is the most effective place 
for such ownership and control to lie in a post-transition world.
