Maybe I missed something. But where is the proposal from the mobile
world to do prefix delegation in a way that is 'workable'?

In particular, where is the problem statement. Just saying that 
'dhcp-pd is unworkable' doesn't sound very technical to me. And it is also
weird that just about all landline ISPs can do DHCPv6 PD just fine.

Though of course it could be that mobile is weird enough that normal 
things, like running a DHCP relay become unworkable.
