I think it is a good idea.  I think that could be in agreement with a 
relevant part in RFC4291 "IPv6 address archi" section 2.5.4 "GUAs" which 
pictures an address as a set of variable length prefix, subnet ID and IID:

So yes, I agree with you - no constraint there.  Thank you for this list 
of RFCs.

There might be many other RFCs that do have the 64bit constraint, like 
the IPv6-over-foo and HIP RFCs.
