right. In general the standards from ETSI do not require using a 
specific communication protocotol stack. Thus - from a standards point 
of view - any communications protocol stack is possible, e.g.

  * FNTP / ITS-M5 (ISO 29281-1 / ISO 21215)
  * IPv6 / ITS-M5 (ISO 21210 and others / ISO 21215)
  * FNTP  / LTE V2X (ISO 29281-1 / ISO 17515)
  * IPv6 / LTE V2X (ISO 21210 and others / ISO 17515)
  * WSMP / IEEE 802.11 OCB (IEEE 1609.3 - interoperable with FNTP / ITS-M5)
  * ...
