In the US the original purpose of allocating the 5.9 GHz and DSRC was/is for
Safety Applications, whatever they may be. I do not think it would be wise
to restrict any protocols to provide such service.   

Fygs

DSRC (Dedicated Short Range Communications) is a two-way short- to-
medium-range wireless communications capability that permits very high data
transmission critical in communications-based active safety applications.

Some people may think so, some otherwise.  There is a suggestion we clarify
this in the main part of the text, not in an Appendix.
