Hi Alex,
You may also want to consider what is the objective of this future rfc.
IEEE 1609, as well as ETSI TC ITS standards, introduce (mandatory)
guidelines on using the 802.11-OCB. These cannot be ignored, or you are
drafting a specification that may not be usable in the field.
I would suggest to keep these considerations in an annex at least.
