For some value of "security".  Schneier is pretty good at pointing out 
just how nebulous the term really is.

It depends on the goal, no?  Various LI communities would and have 
argued, “Yes”, as is reflected in various legislative frameworks that 
some of us don't like.

Couldn't agree more.  The Evil Bit is a very good concept to bring 
across to them, for instance.
