Why could it not help elucidate the difference?

I don't think this was never claimed by anyone in hrpc. Why could work in hrpc not actively work to explain this difference and actually address the misconception and help explain the work by the IRTF and IETF ?

Could you perhaps provide documentation on those examples/problems that have taken place?
