I don't see how that conclusion follows from the premise, but anyway I think your premise misdescribes what I am saying.  What I am saying is that the RG is _contributing_ to the confusion, and that it is almost guaranteed to do so because the distinction between the IETF and the IRTF is the sort of detail that even people deeply involved in IETF/IRTF processes do not always attend to.
