As for my expertise on international legal issues, I have been
doing research related to copyright in Japan, US and international
treaties for more than 30 years. I especially interested in "fair
use" and, with my theory, the fair use clause in US copyright act
is a guideline to arbitrate copyright and other rights including
basic human rights. Thus, my research covers basic human rights
and I know "The International Bill of Human Rights" defines
internationally agreed basic human rights.

A slot of my lecture at my University is dedicated to legal
issues related to ICT, including but not limited to, copyright.

I have given legal advices to lawyers and co-researchers several
times.

As for my expertise on international cultural issues, I was acting
as a chair of internationalization and localization WG of APCCIRN
(Asia Pacific Coordination Committee for Intercontinental Research
Networking), later renamed to APNG (Asia Pacific Networking Group),
to produce rfcs 1557 and 1992.

So, as a professional, I know international treatment of
"same sex marriage" and "smoking marihuana" is same, in
a sense that neither are basic human rights and may be
criminalized.

You can make such judgement, only if you have professional expertise
