This is equivalent to what I proposed: the matching engine should note
that "zh-yue-Hant-HK" has an extlang, and add "zh-Hant-HK" to the list
of language ranges immediately after it.

This likewise is equivalent: if "yue-Hant-HK" is in the list, add
"zh-Hant-HK" after it.
