Whoa there! Dave, it is not your call that this (or anything) is 
formally out of scope.

As I said at the f2f meeting, the charter is not crystal clear on this 
point:

As Alissa said at the meeting, the charter is flexible enough to allow 
the WG to write a document that can be applied only at the beginning of 
the process, or might be applied at multiple points. She also suggested 
that we start with the initial (pre-contract) criteria first to make 
sure we reach consensus on that, and then take on other stuff if desired 
afterwards, and I believe that is good advice. In any event, nobody has 
declared issues of "move or cancel" out of scope. Please refrain from 
making such calls in the future.
