Yes, it would be cool if it existed. But it does not, so we have to do
without it (instead of wasting time arguing that such a body would help).

One of the reasons for this situation is that there is no such thing
as an "Internet community". People using the Internet, and even the
subset of people contributing directly to the IETF, are not a
political party, a religion, a cult or a tribe. They are very diverse,
and, for instance, have very different political opinions (some work
on better censorship tools and some on better anti-censorship
tools...)

Nothing can "reach consensus in the broader circle of non-technical
Internet stakeholders", they are too diverse.
