Yes, I read draft: draft-palet-ietf-meeting-venue-selection-criteria-01.txt
it saids that IAD will make a selection other than IETF Secretariat which is written on the 
website: http://www.ietf.org/meetings/ietf.hosting.html
 
Anyway, those website do help a lot.
