In the context of the document under discussion, I think “uncivil” is what
is needed and might translate better to other languages and societies.

In my opinion, “professional” includes technical and ethical context that
are unnecessary for particular usage. That is, any kind of “uncivil commentary,
regardless of the general subject” is inappropriate on the IETF mailing
list.

Nevertheless, of course IETF participants should act in a
professional manner, but that isn’t the issue for that bullet.
