Yes, that's an interesting chicken/egg issue since there is no
designated experimental/local use bit. But hard to avoid if people
want running code before Proposed Standard. But Bjoern did already
verify an important point:

So at least some important legacy clients behave correctly (i.e.
silently ignore the bit).
