Implementation specific. The goal is to stop hosts sending and receiving
IPv4 packets on the layer 2 media.

Linux and Windows have ways to manually disable IPv6, and since they both
provide the Sockets API, a similar technique could be used to disable IPv4
and make it unavailable to applications (i.e., error on Sockets API calls)

This draft could provide suggestions, but cannot be prescriptive because
that is IPv4 stack implementation specific.
