It isn’t a flag in the IP header.

Not all equipment can filter on Ethertypes.

Heuristics are not enough.  I know of no machine that can say “There are no IPv4 only devices are expected to be connected to this network in the future” based on heuristics.  Just trying to work out if you can connect to every device on the network over both IPv4 and IPv6 for every service they offer is a impossible task which is where you would need to be to decide to automatically shutdown IPv4 link-local.
