Okay, all I can say then, this flag can be easily misconstrued. Perhaps this thread proves just how differently it might be interpreted, by equipment vendors. Going through the logic in the draft, the only "intersection of sets" seems to be, IPv4 not accepted at this router. Not more than that.

(I'll bet that the "policy question" has much more to do with security, than it does with devices breaking the network with a protocol!)
