There is absolutely no element of that stated or implied in the draft. What your ISP tells you on your uplink to them is **NOT** the same as what you configure your router to tell your own devices on your side of the router. For example, your ISP might provide an IPv6 only link - but that wouldn't prevent you getting IPv4 via a tunnelled service (like some of us do with IPv6 at the moment).
So it would be up to you to set or not the flag on RAs sent by your router on your local network.

But, if by ISP you mean (for example) when you connect to the WiFi provided at a large sports event or conference. In that sort of case, bringing your old HP printer along is not going to be part of the equation.
