Hi,

Yes, it works.

I created an account for free and gave a postal address.  It's a fake 
address but in a specific non-US country.  I checked accepting cookies 
and other things, and unchecked some other boxes about ads I think.

Then the pdf downloads ok fully.

Still, I hesitate before saying "freely available".  I might say "freely 
available with some difficulty of access as of 2019".
