They are not in ISO 639, nor in any other "source standard" of the
language tag registry.

But I can add another criterium:

** this new information is "stable" (yes, I know that "stable" is
fuzzy but there is no doubt that the actual population figure is less
stable than the fact that it is a living language or not)
