I'm still in favor of Option 2 (no SHOULD), but if we had to pick a
codec for legacy interop, I think Speex would be a good candidate.
It's included in Flash 10 and up, which is currently installed
(according to Adobe) on 500 million machines. This could provide
WebRTC interop for all the users who don't have a WebRTC-capable browser.
