I see no evidence that this is true. We've been moderating IETF lists for several decades, sometimes involving much more drastic actions than partial suspensions for short periods.

Since we are not a court of law with international jurisdiction, any such policy would (as far as this non-lawyer can tell) be legally meaningless. If our counsel can suggest a way to do this that would work in every jurisdiction in the world, I would be all for it.

Preventing people from following our own rules is not "censorship".  The terms of the suspension explicitly allow the person concerned to continue posting to the list.
