It make sense. I guess the meaning of “AllowIPv6ForAllVisitors”
parameter is to enable SGSN validating the Activate PDP Context
Request with IPv6-only PDP type and sending a Create PDP Context
Request with IPv6-only PDP to GGSN/PGW.
