Yes. That command is from an Ericsson SGSN-MME.  It is set with the modify_ne command.  It would be good if the vendors now make this on by default.
It is also necessary to have IPv6 user-plane allowed for home users but that is already on by default. 

The draft should also clearly make the point that the operator doesn’t have to yet be at the stage of offering IPv6 or IPv4v6 based Internet through their own GGSN/PGW.
Ironically it is easier to let others use your RANs for IPv6 than it is to do it yourself.
