I think the point being made is that a number of the helpful (?) ground staff / line barkers / intermediate processors want to see you with the US customs form, regardless of your Global Entry status. They are trained to do this, so that you don't get caught out.

US immigration does not care, of course, as you are processed by the machine all happily.

I'm not eligible for GE (or NEXUS) so I don't get to experience this first hand, but I've seen it happen a number of times at YVR now, including with airline checkin staff. When I departed on Friday there was a guy after security but before the US Immigration desks checking by specifically asking to see it. Which was lucky as I dropped mine while being put through the lucky SSSS process.

Of course, YMMV.

My experience upon leaving YVR does not precisely match what I think you 
said.

I have both NEXUS and GE. I did not fill out a U.S. Customs form. Nor was I
asked for one. I used the GE Kiosk at YVR. It printed a receipt (with my 
photo)
and that was all that the (U.S.) Customs Officer required.
