I think it's different when you're departing from the airport where
the pre-screening happens.  When you're entering Americaland directly
from the departures side, you can usually walk right up to the kiosk,
so nobody checks your paperwork.  When you enter from the connections
entrance, there's usually a series of people to check paperwork.
(I've connected to the US through YUL and YYZ, not through YVR since
the last round of YVR renovations, and never through YOW, so I don't
have complete testimony to give.)  The kiosks are _after_ the
paperwork-checkers, so there's no way for the latter to tell whether
you're going to need the paperwork.

For reasons that aren't clear to me, also, if you're connecting and
you try to use the non-connection kiosk, it's a big no-no.  I run into
this occasionally in YYZ, where the kiosks sometimes flake out.  I
then have to talk to an actual human rather than go to the
local-departure kiosk.  Imagine!
