This is a bit of a false dichotomy. It’s hard to cut of “online shopping” yet keep the internet running for more basic necessities.

Things like cutting of social media definitely impacts the oppressed more than the oppressor who has no need for it (other than disinformation which could be cut of separately).

Revoking SSL certificates for all Russian sites is similarly crippling the wrong people, and has other side effects like people disabling SSL or needing to install questionable root CAs
