Why?  With a quorum of 6, you still need 4 (a majority) to nominate a candidate, the same number as if the quorum were 7.  And with 1 member recalled, you still have a group of 9 - which reduces the number of yes votes needed to 5 if everyone shows up.

Hmm.

Instead - "The chair shall establish a date and time to complete a vote on a specific candidate.  A candidate is selected if 6 voting members vote yes or no objection and at least three members vote yes by expiration of that date and time, otherwise the candidate is rejected."   Requiring a quorum actually makes no sense these days given email and other electronic meeting tools.
