We would have to be careful with the time constants
of the filter.

Whilst I can see that virtual attendance (which itself
would need a criteria beyond my robot
logging me onto the sessions) should slow the
eligibility decay but should not eliminate it.

Some degree of physical presence is needed to
properly understand the roles of those being selected
and the culture and operation of an important
part of the IETF.
