There are also plenty of people in IETF, who aren't generalists, who 
like to hear themselves speak.

DKIM, or anything that remotely had to do with thwarting spam, may have 
been atypical.   So many people are burned by spam and have naive ideas 
about how to address it, that such groups attract a lot of contributors 
with widely varying levels of expertise. And unfortunately, there's a 
broad tendency within IETF to disregard the input of anyone and everyone 
who wants to address that problem and has even a slightly different 
idea.   But I don't think such groups are representative of the whole.
