Well, I participate in working groups other than the ones
I chair and yes, there are working group chairs taking votes
and making decisions in meetings.  This is the way things are.
Ignoring how things are and hewing unreflectively to the ought-
to-be is one of the major things that got us to where we are
with NAT, among other problems.
