I understand the reason for that, but sometimes the nucleus of people for
a bar BOF have closely related interests and find a slot when they are
all free of WG sessions. The surprise for my bar BOF was that having
selected a slot which suited the nucleus of half a dozen people, >30
others decided to skip IETF sessions too. I wouldn't want a rule about
this either.
