Lars, I think you're trying to distinguish between a "hash out ideas"
session and a "gather support" session.  I think the reason we're seeing
formal bar BOFs is because there is too big a gap between "hash out
ideas" and an approved BOF, so people are inventing intermediate
versions.  I've heard from a number of people who are intimidated by
everything it takes to get a BOF approved, so I'm not surprised if
people take an easy way to an intermediate state if it's offered.

A combination of making it easier to hold approved BOFs and saying a
"bar BOF" should not use IETF-paid-for facilities, even if they are
lying fallow, might take care of the problem.
