+1.

Another good example is when an unvetted informational "helper" RFC 
was fast tracked, becomes a central piece of the total integration 
with the main proposed standard RFC along with other documents and 
integration engineering conflicts fall through the "review" cracks. 
When its finally caught, goals are now less realistic and the proposed 
standard now becomes stagnant.
