Well, yes and no.

To some extent, that proposal evolved into
draft-ietf-newtrk-repurposing-isd which, without John Loughney's
direct involvement, evolved into draft-klensin-isdbis.  Both of
those can be construed as "one level and explanation" proposals,
rather than "multiple levels and trying to make the situation
fit the categories" ones.
