The problem is that the business of embassies is to sell Visas,
so they are not interested in figuring out the correct rules for visa
waiver options. And more fundamentally, they could very likely not
guarantee that you would be allowed to enter on a visa waiver even
if they tried to clarify the rules. Then again, they could also not
guarantee that you will be permitted into the country on a visa they
issue.
