Yup - found this as well.   If you read the article and then google for 
"Memo of Office of the Council of State No. 152/2556 thailand" to find:

- a lawyer interpreting above and indicating in response to the issuance 
of that document that

YMMV.  I couldn't find the "new guidelines" document mentioned above, 
only this summary of it.
