I will simply print out:

and go to Thailand as a tourist and mark that field in any
immigration form. If asked by a border agents, i will
say that i am attending the IETF103 technical conference. If
asked how that is tourism, i will pull the printout.

When i entered hungarian data, it also showed that one does not need a
visa.

I did similarily to you for IETF Buenos Aires ask consulates in
USA/Germany what i would need to enter the country when i attend a conference,
and they could not figure it out, so they recommended me a business
visa. Through the discussion on the IETF mailing list (thanks Mehmet)
i also came to recognize that i am not doing business when i am attending
a conference (no money involved). Just that Argentina didn't have a
good web page like that above one from the Thailand ministry. But
i also went to IETF Buenos Aires fine as a tourist. Like probably most
everybody else attending IETF and who is visa exempt as a tourist.

Thats just me. No recommendation what you or anybody else should do.
You'll have to figure out yourself how much useless paper work you need in your life. 
There is still enough time to get an invitation letter from IETF and
retry to visa if thats what you want to do.
