Hi,

I've digged more into this using the legislation reference numbers and 
finally came across even more recent amendment than what you're refering 
to:

I'm yet to find the actual text for it instead of the interpretation on 
that webpage but luckily it seems to finally settle it for good (From 
what I gathered elsewhere, in the earlier legislation there was a word 
trap that "attending" something did not including the right to present 
there and the latter might have required to apply for a work permit(!) 
besides the B visa).
