The email that told us the newcomers reception would be discontinued said this was because the speed-mentoring session was perceived as being far more valuable/useful and it wasn't necessary to have both. As someone who participated in both, I completely agree with this assessment. The interaction I had with newcomers during speed-mentoring was significantly more substantive (and apparently more helpful to newcomers -- according to survey results) than at the newcomers reception. When newcomers would tell me their interests, I would often point them at a table (for their next 6 minute session) where there was a chair or AD they were interested in meeting. So newcomers were able to also meet chairs and ADs they were looking for, during speed-mentoring. And there was alcohol at the speed-mentoring, too.

So if the ADs and chairs would show up at a Sunday session called "newcomer speed mentoring" instead of "newcomer reception", I think the needs of newcomers would be met.

The discussion about chairs getting together with their ADs is a distinct problem and shouldn't be conflated with meeting the needs of newcomers.
