The newcomer tutorial had signs, but they're taken away before the
general reception.  The original question I posed was "what could we do
to fix the regular reception so it was useful (again)."  There haven't
been signs at the regular reception.

I object strongly to offering some people and not others free drink
vouchers.  That sets up a class system, and "We reject kings".
