But I am with Doug in that, without policies, SSP is useless.
Without policies, I would treat everyone in the world as "Sometimes
Sign" and listen to those insignificant few who really really mean it
when they say "Sign All"
You can try expanding that all you want, but unless it is right
_every_ time, there is no point in having it.
