Hi,

The purchasing power of folks living in developing countries is much less than
that of the developed world. $230 likely is close a monthly-salary (after tax)
of a starting engineer, who likely doesn't get reimbursed for the IETF
participation either.  To be inclusive, perhaps we can think of differential
registration fees for folks based in developing regions.

This is what IEEE/ACM memberships do.
