Exactly why I said "If it's forever isolated, a ULA would
be appropriate (and fail-safe if it does, in reality, get
connected to an ISP)."

In fact, I should have said: If it's forever isolated, a ULA would
be appropriate (and fail-safe if it does, in reality, get
connected to an ISP or another "isolated" network).
