Daniel Migault has been working on this problem for a while, and there hasn't been a whole lot of working group participation and review.   I got that some people didn't like the solution Daniel proposed, but we need to work on this--it would be nice if people could try to come up with proposals rather than just pointing out the well-known issues that need to be addressed (although that was certainly a nice summary).
