Even if it was said multiple times that "only" was just added for the political correctness of the acronym, and that the last part of the charter is only a possible additional discussion for when all the rest of the work has been completed, that word is proving again and again to be a problem for some participants. Could the IESG (if procedurally possible) perhaps retrofit the group's name with a different O* word? I think someone already proposed "optimally".
